Patrick McElduff

Principal Statistician


Professor Patrick McElduff has been a statistician for over 20 years and until recently was the Professor of Biostatistics at the University of Newcastle. He has been an author on approximately 200 peer-reviewed publications most of which were in international journals including the BMJ, Lancet and New England Journal of Medicine. He has worked in a range of areas including public health, disease registers and clinical trial units both in Australia and in the UK.

Joel Tuccia

Senior Consultant


Having worked as clinically for over 10 years, Joel joined Health Policy Analysis in early 2015. Clinically, Joel worked across public, private and not for profit sectors and is still highly regarded physiologist in the areas of Diabetes, its comorbid conditions, and the cardiometabolic health of individuals with psychosis.  Joel holds a Bachelor of Science (Physiology), a Master of Science (Rehabilitation) from Wollongong University, and a Juris Doctorate from Macquarie University Law School. Zac Davies

Data Scientist


Zac has a Bachelor of Science from UNSW (Genetics & Molecular Biology) which he quickly followed with an Honours (First Class) at the Garvan Institute of Medical Research. His research at the Garvan focussed on computational biology and analysis of Parkinson’s Disease. In completing this research, Zac not only Achieved First Class Honours but produced a statistical package in R (blkbox) which is now hosted on the CRAN repository.

Even at this early stage in his career, Zac has amassed significant experience in a wide range of data analysis techniques, particularly the use of machine learning algorithms in analysing complex datasets. Whilst studying prior to his employment at Health Policy Analysis, Zac also worked part-time as a pharmacy assistant for seven years.

Owen Cho profile

Owen Cho

Consultant/Data Scientist


Having graduated at the top undergraduate business degree cum laude at Seoul National University, Owen went on to complete his MBA from the Cambridge Judge Business School. During his professional career, he has accumulated 10 years of experience in business strategy, data analytics and project management across a number of well-known consumer electronics and appliance companies. Over this time Owen built experiences in strategy formulation, business case development and cost analysis. Owen has extensive experience in designing, developing, and applying various statistical modelling tools in corporate environments. Owen is well versed in the use of big data, primarily in predictive analytics and initiation of preventative maintenance solutions in the technology industry.

Owen’s academic history and industry experience have seen him mentor students as part of the EnterpriseTECH program, out of the Cambridge Judge Business School and Cambridge Entrepreneurship Centre. Keen to build on his business credentials, Owen is currently undertaking a Master of Data Science and Innovation at the University of Technology, Sydney.

Paul Taylor



Paul did undergraduate and postgraduate work at the University of Stellenbosch, South Africa, receiving a Masters degree in 1974. He studied further at University College London, graduating with an M.Phil degree in1976, and later, a PhD (1985). Paul has held several senior academic positions, including that of the Head of Philosophy at the University of Cape Town, South Africa, from 1997-1999. Since immigrating to Australia he has worked in research and project officer roles at Macquarie University. He has published widely, mainly in the area of philosophy, with over 30 peer reviewed journal articles, a book, and several encyclopedia entries.

Paul has a strong research backgroundin qualitative research, which proves valuable in the wide variety of evaluations HPA conduct.

Anne Jayamaha

Dr Anne McCready MBChB (Hons), LLB (Hons), MPA



Anne is a medical doctor and consultant to Health Policy Analysis. Anne works as a registrar in anaesthesia at Royal Prince Alfred Hospital and is also a registrar in intensive care medicine.

Anne has a degree in medicine (MBChB (Hons)) from the University of Birmingham in the UK and has a wide range of health care experience, having worked in both large teaching hospitals in major cities and rural hospitals. Anne also holds a degree in Law (LLB (Hons)) and a Masters in Public Administration (MPA) both gained in the UK, as well as extensive experience managing a not-for-profit organisation, through her work as a board member for the UK charity Students for Kids International Projects, facilitating child health and welfare projects in developing countries.
